We have the option to "Confirm action" but sometimes it would be nice to customize the message with the info just entered so the user confirms what they did vs what they THOUGHT they did. Is there a way to create a custom message for a particular stage/action in the popup?

No, there is no way to do that.
You could, however, just have an additional form with a message. You could even use Submit and Cancel buttons on that form instead of the standard tick & cross buttons.
With a little effort you could also reuse the same form and load the message at run time based on the action.
