Give View access users in KE the ability to create notes

Status:

In KE, when we limit a group of users the read access ONLY, they no longer have the ability to create notes. Please create new functionality to allow a user with a read access the ability to create notes. We should also have a configuration option to allow these user to edit existing notes (mainly their own) or remove their own notes and not other users.
